PP14 América Latina: Del Crecimiento liderado por Exportaciones al Desarrollo Productivo (2007). Presented to the Seminar on National Development Strategies organized by FLACO, Ecuador. The paper provides an analysis of the current export-led growth model (based on commodities and natural resources) that exhibit the Latin American region. We argue that Latin American countries need to consolidate more output and employments gains from this pattern of international insertion. The paper suggests the need to develop national strategies that can generate improvements in labor productivity, better productive networks, and inclusive growth. Alternative development policies are explored.

This report was made as a contribution to the debate on the economic aspects envisaged in the new constitutional text of 1999. The study was undertaken by the already disappeared Congressional Budget Office of the Venezuelan Parliament. The areas examined include social and economic rights, international agreements, labor rights, public finance, decentralization and government accountability.
